Fictional portrayals of violence in film and television

A writer or director who wants to portray violence in film or television should have to write a paper that discusses and defends why each act of violence that he or she wants to portray is necessary to the story.  The paper should be read with the script, and its reasoning either approved or denied by a panel that is legally regulated.  

Documentaries, but not reenactments, should be exempt from that requirement; so should the filming of the spoken or written discussions of survivors of and witnesses to violence.  

Film and television are powerful mediums.  Their influence should stop being minimized.
