This happened to me in a mental hospital.

A nurse told me that I would have to wait until she had time to go to the supply closet for a pad or a tampon.  She stood there in the hallway, sneering at me, in no hurry to do anything else other than to tell me that she didn't have time to help me.

When I insisted that I needed the product immediately, she yelled down the hallway to another staff person "Lena needs a pad; could you open the closet and give that to her?"

Things such as these happen all the time to populations that society hates and fears.

The article of which I have provided the address talks about the "shock" of some lawmakers that these issues are used as part of a power dynamic between prison staff and prisoners.

DON'T BE SURPRISED!  YOU SHOULD EXPECT AND ANTICIPATE THESE ISSUES, RATHER THAN FACILITATING SUFFERING FOR DECADES UNTIL YOU CAN'T IGNORE IT!
