The Dream Act says nothing about preventing the deportation of the parents or other relatives of people who are DACA recipients or DACA-eligible.

Since the Dream Act only offers lawful permanent resident status, it does not make those who would receive that status eligible to sponsor anyone other than their immediate relatives for residency; those who would be sponsored wouldn't be citizens, either.  That means that you'd end up with even more immigrants in limbo.  

The Framework says nothing about instantly deporting the relatives of those who are DACA recipients or DACA-eligible.  It says that its goal is to end "extended-family migration," which presumably means stopping people from coming into the country as a result of their DACA relatives gaining citizenship.
